Durham Energy Association Ltd: Progress update on community energy initiative

Introduction

Following the successful launch of our community energy initiative at the Energy, Sustainability and Community Buildings Event in Shildon in March 2025, we’re pleased to share a progress update on Durham Energy Association Ltd (DEAL) — a not-for-profit initiative helping to deliver sustainable, reliable energy to community buildings across County Durham.

Our purpose

Durham Energy Association Ltd focuses on installing solar photovoltaic (PV) panels and battery storage systems on community spaces, aiming to cut energy costs, lower carbon emissions, and strengthen the long-term resilience of these vital buildings.

Governance and community involvement

So far, the project has formed an advisory group made up of community representatives and technical experts from across the county.

Together, we’re finalising a set of model rules to formally establish DEAL as a Community Benefit Society (CBS), providing a strong governance framework and ensuring transparency and best practice.

We expect to complete this aspect of the work by the end of October.

Feasibility studies

To estimate the overall payback periods of the equipment for the cooperative, 24 desk-based surveys have been completed for buildings interested in joining DEAL.

This technical information will support the next phase of grant applications the project needs to take forward the initial round of feasibility studies.

Additional cost‑saving measures

Alongside renewable technologies, DEAL is also exploring additional cost-saving measures — including access to reduced energy tariffs through NEPO (North East Procurement Organisation) frameworks — to support the financial sustainability of community spaces.
